If i understand correctly, updating this port to 3.21 may help. From 
changelog (http://www.dewn.com/rfc/changelog):

v3.21 06.04.01
- (-p option) isi.edu moved the port-assingments file permanently to
   iana.org's site.  Protocol numbers are still hosted on isi.edu
