It comes from a very badly translated anime-style (???) animated .gif which somebody found, and thought it was the funniest thing they'd ever encountered. From there, it spread like wildfire, and has become something of a catch-cry for many (esp in the overclockers community). It isn't THAT funny. Just read thru a badly translated motherboard manual or something. You get the idea. I forgot the URL for it.
