The files in /home/$USER (and /var) should be preserved. Deinstalls may be part of an upgrade process, vs permanent removal, and some of these files contain usage statistics needed by sysadmins for reporting. I would suggest the following deinstall message: "You may remove /home/$USER if you are no longer using SLURM."
