perform-actual-lookups	services  	yes
perform-actual-lookups	passwd		yes
perform-actual-lookups	group		yes

In /etc/nscd.conf you might add the lines above.  That would configure nscd to
do more than cache.   It may also give you some sign whether it's doing
anything at all.
