Well, if you can use ftp then according to 
http://www.uk.freebsd.org/support.html#cvs
you should be able to "mirror the CVS repository from 
ftp://ftp.freebsd.org/pub/FreeBSD/development/FreeBSD-CVS". However, that 
directory appears to be empty - maybe the web page should be fixed.
