I have seen this when connecting to CIS using hyperterminal under win95. It seems that CIS uses seven data bits with even parity. If your serial port is set to 8 bits, no parity, your terminal will interpret the parity bit that CIS sends as bit 7 of the character, resulting in all those funny extended ASCII characters you are seeing.
