Which FreeBSD version are you using? install-info is installed by
default in 2.2.x.

The first lines of /usr/local/info/dvips.info should look like this:

  This is Info file dvips.info, produced by Makeinfo version 1.67 from
  the input file dvips.texi.
  
  INFO-DIR-SECTION TeX & friends
  START-INFO-DIR-ENTRY
  * DVIps: (dvips).               DVI-to-PostScript translator.
  END-INFO-DIR-ENTRY

Could you check that?
