I would guess that some of its dependencies still use old cruft. First check what's still living under /usr/local/lib/compat/pkg, and clean it out, or move it out of the way. Then uninstall and completely rebuild all dependencies of tk83, which are: libiconv, gettext, gmake, imake, libtool, pkgconfig, tcl83, freetype2, expat, fontconfig, XFree86-libraries.
