What does dmesg say when you load the module?
Why are you using the 390 version instead of the lastes version.  As far 
as I can tell, GTX 1050Ti should be supported by the latest version in 
ports.
https://www.nvidia.com/Download/driverResults.aspx/160176/en-us seem to 
agree with me.
