See if the the file with a UTF-8 filename gets extracted despite the error message. I have three different FreeBSD 9 system, one is ZFS and other two are UFS. I can do 'make extract patch' on all of them for java/icedtea-web without an error. They all report the same error though if I manually view or extract the tar file, the files extract fine despite the error message.
