Remember upgrading a powerpc64 from 12.x to 13.x requires a full reinstall due to ABI change during switch from gcc to llvm that makes it binary-incompatible with older releases (13.0 uses modern OpenPower ELF V2 ABI). 13 is definitively better with a modern compiler and many improvements on kernel, memory management, more drivers ported, including virtio that you can use with KVM or QEMU to improve network and disk throughput.
