That's because it's usually added via LIBADD=xo.

My grep turns up these: bin/df, bin/ls, bin/ps, sbin/savecore,
usr.bin/iscsictl, usr.bin/netstat, usr.bin/procstat, usr.bin/w,
usr.bin/wc, usr.bin/xo
