I don't understand what you are saying here, is libh/tclh a part of
4.2-RELEASE. You have given me a relative path name to libh but I still
can't find it. Is there some port/package/distribution I need to install.

He said 'bin', as in libh/bin/tclh.  Just build that, and you'll be in
business.
