What that means is that GTK, instead of rendering each widget uses png files that are installed with your theme and display them in place of normal widgets. What mozilla does, as a cheap hack instead of using full blown GTK, is ask GTK which colors it's theme is using. Since, in effect, your theme doesn't define any colours, GTK just gives mozilla the colors of the default theme.
