I just installed 2.2.7 when it came out and I installed tcsh FROM the packages. Getting on that machine and running /stand/sysinstall and doing a post-configure, add packages, I find tcsh sitting right there in shells right where it's supposed to be. In any case, some things cannot be made into packages for various reasons - they could be limited to non-commercial use (eg asWedit) or interactive or any of a number of other reasons. You can read through bsd.port.mk and the porting section of the handbook to get more of an idea on when things cannot be packages.
