Then why does the website still advertise 3.4 with virtually no mention of
4.0 on the Walnut Creek home page?  I just placed an order for 4.0; but
it's on backorder with no ETA.

AFAIK, RELEASE is just a snapshot of STABLE.  IOW, STABLE is the most
up-to-date version of the release, and hence isn't available on CDROM.
