I think we should copy the standard utilities that we need to ${STRICTTMPPATH} at the start of buildworld and set PATH=${STRICTTMPPATH} for the rest of the build. This corresponds to bootstrapping the tools and setting PATH=${STRICTTMPPATH} after bootstrapping in the old Makefile.
