This looks fine.

One last question.  Looking into the future just a bit, if we
get, say, a german translation, should it be de_AT.ISO_8859-1,
de_CH.ISO_8859-1, or de_DE.ISO_8859-1?  For someone building docs
who normally has LANG set to de_CH.ISO_8859-1, should docs in a
de_DE.ISO_8859-1 subdirectory be built?

I suppose this boils down to the extracting the various
components of the LANG variable and using a "best match"
algorithm to choose which translation to build and/or install.

Barring any complaints, I see no problem with committing the
Japanese translation as described.  I would like to hold off
activiating in src/share/doc/Makefile until until a LANG based
optional build is figured out and wired into bsd.doc.mk (or
bsd.subdir.mk?).

This should also be a 2.2 candidate.
