Reading the manpage, the output of your demonstration program
looks about right...

Don't do that.  :)  Incidentally, you don't want to do that when
X is starting-up, either... :)

You can use send-pr to suggest that Alt-F1 (& friends) be
disallowed while X is starting/quiting.

Utilise le send-pr.  :)  Check to make sure the bug hasn't been
fixed in -current, first, though...

A nifty X package-management tool, called pib (I believe).
You'll need the `ports' distribution installed.

Doesn't duplicate here (FreeBSD 2.2.2).  Try and make a small
test/example program and use send-pr.
