You didn't understand what I was trying to say. tcpd works on my system, which I freshly cvsupped and installed on Monday. Edit your /etc/hosts.allow and see if it works for you. It most likely will. My suggestions about the port was only to get the manpages (which you can also get from the source tree, of course) I actually don't really care if there is no tcpd executable on the system, as long as it's running (I guess that's what 'integrated in the base system' means, no executable to start, but it's working anyway). After all, the include file is present, and if you copy the manpage as well, you got all you need. Just trust me on this one, your tcpd works, even if you can't find an executable.
