The key is to compile them both with the same value of USA_RESIDENT.
This should be pretty self-explanatory. :)  However it is easy to get
messed up since we now ship crypto stuff on the CDs.  So say you install
the openssl port from CD (USA_RESIDENT=yes) or some port that requires
it and later you build tund from the port.  Kaboom you get the problem
that you were seeing.

Don't know for sure what happened in your case but the explanation I
provided in the PR was my "best guess".
