The key is to compile them both with the same value of USA_RESIDENT. This should be pretty self-explanatory. :) However it is easy to get messed up since we now ship crypto stuff on the CDs. So say you install the openssl port from CD (USA_RESIDENT=yes) or some port that requires it and later you build tund from the port. Kaboom you get the problem that you were seeing.
