Hello.

It seems that py39-setuptools_scm-6.4.2 must not be installed to install py39-setuptools-scm-8.x.
So we cannot use -o of portmaster or portupgrade.
The only way seems to be to delete it beforehand with pkg delete -f.
Then reinstall the ports that have lost their dependencies, and they will be installed with the auto-install flag also set correctly.
