Both machine/cpufunc.h and machine/clock.h were shot down with valid reasons. One could argue that this provides an MI api that is more or less a library function. A similar function that wasn't so MD specific would be implemented in libkern. libkern's prototypes are in sys/systm.h. The natural name for a MD portion of sys/systm.h is machine/systm.h. There is already tons of precedent for this.
