What kind of modem is this and which version of FreeBSD do you have installed? I ran into this trouble with a 2.2.1 system and a Hayes K56Flex internal modem. Never got it to work. And no one else has reported to -questions that they have gotten one to work. X2, yes. K56Flex, no.
