Unless I misremember, it used to be possible to specify NOPORTDOCS on
the command line

$ make -DNOPORTDOCS

or in the environment

$ env NOPORTDOCS=yes make

when building and installing a port.  This doesn't work any longer,
you now have to set it in /etc/make.conf, otherwise it won't be
picked up.

Is this intentional?
