Yes for the former and no to the latter. It at least needs the "ports" hierarchy in there. Same reason why distfiles was moved from the FreeBSD toplevel to the ports subtree. How about /pub/FreeBSD/ports/local-distfiles? If that's ok for you, I'll go commit the change to bsd.port.mk (MASTER_SITE_LOCAL, which is currently set to /pub/FreeBSD/ports/distfiles/LOCAL_PORTS, which was a bad idea since I've blown it away multiple times in the past while cleaning up the distfiles dir).
