Perhaps that time is returning to the US?  I've seen a recent surge in the
number of ISPs that are offering per-hour rates recently.  It seems there
are a whole lot of people who only use the internet for a few hours a month
and think it's crazy to pay $25 for unlimited usage.  When someone comes
along and offers $5/month for up to 4 hours and $1 for each additional hour,
it looks pretty promising.
It's still theft of service ... especially if you're a large company paying for a
high-speed connection, you could estimate what percentage of your connection
is being tied up with spam and quote that $$$ figure in your complaint!
