Yes, I have seen this problem, but I can't remember whether it was on
the console, in X or both.  At the time, I was also having problems
using the arrows keys in console editors (vim, vi and ee).  I tracked 
it down to this entry in my .cshrc:  setenv TERM=xterm-color.  I don't
know what your circumstances are, whether you're having this problem on
the console or in X, but make sure your TERM variable is set to a
suitable type (cons25 I believe is the default).  If you're using a
window manager, from experience I can tell you that KDE2's terminal
programs are the pits and tend to cause a lot of problems.  Try using
XFree86's xterm and see if that helps.  X's xterm also works out of the
box with color.
