They are worth it at build time if you are doing more than 1 make all
at the top level.  I had a bsd.man.mk that did this, it was trivial,
for now I just run with ``NOMANCOMPRESS=  no_way'' in my /etc/make.conf
so that I don't waste all the cycles doing compression.
