Why not split the packages into several groups roughly as follows;

        "foreign" language (Japanese, Chinese, etc.)
        Development (Devel, editors, Lang, etc.)
        ISP (Mail, Net, News, etc.)
        Graphical(X11, Tcl, Tk, graphics, etc.)
        Kitchen Sink (Everything else)

Just an off the the cuff answer.
