No.  That won't do it.  The only way I know of to propagate
the option everywhere you need it is to add 

-DCOMPAT_LINUX_THREADS

to your /etc/make.conf file for CFLAGS and COPTFLAGS.

Then do a make world.  As I noted before, you may
also have to apply the cmdline patch listed at the
site http://lt.tar.com, though I still haven't tried
testing without it.  If you try first without, let
me know the results so I'll know if it works without.
