Just my 2 cents and a staple ...

A staple bent properly and wedged in the crimp part of the pin between
the green wire to a black wire does the trick for me. Now I turn that
machine on via the power switch on the back of the power supply which
ATX power supply people are now adding.

I have a devel motherboard that I'm using without a manual and without
a working on button.

For more info just look at the various ATX spec's online.
