Since sendmail (proper) doesn't do local mail delivery, that would seem to be an issue with your local mail delivery agent. In FreeBSD systems, that's generally /usr/libexec/mail.local. There's no reason you couldn't substitute your own local mail delivery agent that does whatever you want, subject to the constraints inposed by the context.
