You are correct that idprio has a priority inversion problem.  I
am not sure about your hypothesized explanation, but the general
problem is known and there is an earlier open PR describing the
problem.

The problem is not expected to be solved in the short term.  Hehe.
Fixing it is a low-priority task for us.  :)
