Subject:   SSH and PAM still broken?

I recently installed FreeBSD 4.3-20010610-STABLE on a new box.
SSH works OK unless I try using authorized_keys2 to allow SSH in
without a password, in which case I get the error "fatal: PAM
setcred failed[6] Permission denied".  I've searched the FreeBSD
mailing list archives, and it seems like this problem has been
around a while.  The best information on how to fix it I've found
was to update /etc/pam.conf, except the version I have already has
the prescribed fixes.  Is there something I missed here, or is
PAM&SSH just broken?
