Compile in all the netgraph modules, specifically 
options         NETGRAPH_CISCO
options         NETGRAPH_FRAME_RELAY

e.g. (with fxp1 up)

/sbin/ifconfig vlan0 1.2.3.4 netmask 255.255.255.252 vlan 105 vlandev fxp1 mtu 1500 up 

without those two, it does not panic. With them it does.
