Short answer: Yes.

Longer answer: If you know what you are doing, and do it right all the
time, then it is OK.  When in doubt, ask.  It is better if you haven't 
committed before to the ports tree to find a mentor there and have
them help you work your way through the maze of rules, some of which
may not be documented yet, into getting your port into the tree.

These guidelines are intended to be just that.  Guidelines.  They
aren't intended to be an axe with which you cut other committers into
tiny bits with.  After all, the basic tenants of this project is that
things are built on mutual respect.
