Subject: Why is samba patched to not use cups native interface?

Urk. files/patch-ba patches out automatic Cups detection (ok), patches in
the --with/without-cups args (ok), but has the side effect of not allowing
samba to use the native cups interface.

The patch cuts out the AC_DEFINE(HAVE_CUPS). I'll prepare a PR to fix
that. It'll still have no effect if the smb.conf isn't set to cups,
but it means that cups-lpr would not be required anymore. That way the
dependency on cups-base is accurate: it's all it needs.
