I've added the release engineering article back to the build.
ghostscript-afpl will build this fine, but the ps2epsi program in
ghostscript-gnu has a small buglet that I just got around to patching.
You need to be using one of those to build the article properly. If
your build fails with some weird sed error while making the articles,
this is why. ;)
