Every time a new build is started.

Not for a while, because we're concentrating on 5.0 builds in
preparation for the release.

In your case the %%DOCSDIR%% substitution was introduced in a recent
commit to bsd.port.mk, but then backed out because other parts of that
patch were causing significant build problems.  It has now been
re-comitted.
