When we switch to DougBBSD, you'll get to dictate to people how to
spend their time.  Until then, once a month or so, the sparc64 and
powerpc runs will continue.

As a data-point, I'm finding that ports that fail on either one also
fail on clang (now that we're able to quickly turn clang -exps.)  I
would make the argument that the tier-2s can serve as canaries here.
