In an ideal world, but not in reality, since even plain text is often
encoded.

Here an example of a plain text mail from a mailing list.

https://www.base64decode.org/

This is stored on my machine:

aHR0cHM6Ly9yZXBvLm9yLmN6L2phY2tfbWl4ZXIuZ2l0CgpIb3BlIHRoYXQgaGVscHMuCk9saXZp
ZXIKCi0tIApTaXRlIHdlYiA6IGh0dHBzOi8vbGlicmF6aWsudHV4ZmFtaWx5Lm9yZy8KRG9uYXRp
b24gOiBodHRwczovL2xpYmVyYXBheS5jb20vTGlicmFaaUsvCkRpYXNwb3JhIDogCmh0dHBzOi8v

YXN0b2RvbiA6IGh0dHBzOi8vbWFzdG9kb24ueHl6L0BMaWJyYVppSwpfX19fX19fX19fX19fX19f

bGludXhhdWRpby5vcmcvbGlzdGluZm8vbGludXgtYXVkaW8tdXNlcgo=

After decoding it reads:

https://repo.or.cz/jack_mixer.git

Hope that helps.
