Take a look at http://www.freebsd.org/handbook/synching.html#CTM.  You'll
need to download an "xEmpty" file, and then all the deltas after that (i.e.
right now you should download src-3.0200xEmpty.gz through src-3.0227.gz
from ftp.FreeBSD.org/pub/FreeBSD/CTM/src-3/).
