It's not a program, it's a compressed archive (similar to a .zip file
under DOS).

There is no one way to tell what to do with it. For example, it can
be dowloaded, uncompressed, and dearchived by a make file (as in the
ports collection). Or you need to do it manually.

See "man gzip" on how to uncompress it, then "man tar" how to
extract files from the archive.
