Anyways, the size was key because 1.2M floppies were still very popular then. This change effectively makes it impossible to use them for installations. Of course it became impossible to use 1.2M floppies for installs once the boot floppy size was bumped to 1.44M, so this is removes no functionality that wasn't already broken.
