No acpi_throttle in my sysctl mib:
[mini] ~ $ sysctl -a |grep acpi_throttle
[mini] ~ $

I can set all of these frequencies.  They don't really save any
power, they just make the system slow.

And I can set C4.  But the acpi battery method can't determine the
discharge rate so I don't know if it actually reduces power either.
