According to the instructions at http://www.freebsd.org/handbook/install.html (there's a link to here from the main page) you need to download the file boot.flp then use the fdimage utility to copy it to diskette. You may run into problems if you use netscape to download it. I have heard that netscape has problems downloading in binary mode, in which case you may have to use an ftp client to download it, making sure you tell it to download in binary mode.
