I added "#include <sys/types.h>" to my copy of big5.c and everything
compiled.

However, the make world died installing in usr.bin/mklocale with this:

install: mkstemp: /usr/share/locale/zh_TW.BIG5/INS@4350 for
/usr/share/locale/zh
_TW.BIG5/LC_CTYPE: No such file or directory
