When tested here on 10-stable, sh(1) works as shown currently, with \W being
the final component of the CWD, and \w being the entire CWD:

% sh
$ pwd
/home/wblock
$ PS1=3D"\W $"
wblock $ PS1=3D"\w $"
/home/wblock $
