I'm not sure which directory you're talking about.  If you mean
/var/mail, it should belong to bin.  This is a feature, not a bug.  If
you're talking about ~/Mail or ~/mail, these are created by elm or
pine, not by adduser.

Sure.  But so far, there's no reason to think you should.  How about
